Mayoral Minutes
Australian Local Government Association’s National General Assembly
The Mayor tabled a report on the outcomes of the National General Assembly 2021 held in Canberra from 20-23 June 2021. The conference was attended by Mayor Liz Campbell and General Manager, Craig Milburn.

Reports
Slim Dusty Centre
Following extensive negotiations and due diligence, it was agreed that Council will enter into an agreement with Slim Dusty Foundation Limited for Council to permanently own and operate the Slim Dusty Centre, including the Slim Dusty Museum.
Crescent Head engagement
Council approved an engagement and design review methodology for the Crescent Head foreshore project over the next 24 months with an estimated cost of up to approximately $150,000.

600 Macleay Valley Way South Kempsey
Council agreed to submit a Planning Proposal to the Minister for Planning for Gateway consideration under the Environmental Planning and Assessment Act 1979 that would permit the land at this address to be used as a highway service centre.
Sustainability and Resilience Strategy - Discussion Guide
Council approved the Sustainability and Resilience Strategy Discussion Guide to facilitate community engagement on a Strategy that aims to set a clear future direction and pathway to improving local sustainability and resilience and to better prepare us for a changing climate and challenging future. The discussion guide will be available via Your Say Macleay.
Kempsey Airport Funding Application
Council authorised the General Manager to enter into a funding deed for the installation of an airside wildlife fence at Kempsey Airport announced under the Federal Regional Airports Program - Round 2.
Local Roads Conference Communique
A Communique drafted at the New South Wales Local Roads Conference was endorsed. The communique calls on the NSW Government to increase funding for maintenance and road safety improvements, as well as suggesting a temporary adjustment to the tender requirements for delivery of repair and recovery works. It also calls on the NSW Government to develop a sustainable funding model for Local Government in NSW and find equitable and sustainable ways to maintain and increase current funding for infrastructure investment and long-term asset maintenance.

Short Term Rental Accommodation Framework
Council noted the State led framework on Short Term Rental Accommodation that will begin on 1 November 2021. The NSW Government has created a four-pillar framework to manage the digital share economy. The framework is given effect through a Code of Conduct, Register, Fire Safety Standards and Planning Framework. These new policies are now in place but post-dated to take effect on 1 November 2021, so stakeholders have time to understand the new rules.
Key Performance Indicators 2021-22
Council adopted the KPIs for the 2021-22 financial year outlined in the business papers.
Quarterly and Year End Reports
Council noted the provisional financial operating result for the year ended 30 June 2021, the progress achieved in delivering the 2020-21 Operational Plan, the Financial Sustainability Program status report, the Key Performance Indicators report and the Grants Status Summary.

Delivery Program 2017-2021
Council noted the progress achieved in the six-monthly report from January to June 2021 on the Delivery Program 2017-2021 included in the business papers.
