First Council meeting for new Council has packed agenda

The upcoming October Council meeting has a packed agenda, including the election of Deputy Mayor, the determination of a Development Application for the new Amenities and Accommodation block for the Horseshoe Bay Holiday Park, an update on the Multi-purpose Pavilion on Verge Street, and the formation of a Revenue Review Taskforce.

You can register to speak to Councillors at the Public Forum on Monday 14 October. The meeting is only held if there are registered speakers.

The Ordinary Meeting will be held at the Kempsey Shire Council Chambers from 9am on Tuesday 15 October.

Election of Deputy Mayor

Councillors for Kempsey Shire Council elect a Deputy Mayor for a period of twelve months, with the Deputy Mayor able to perform the duties of Mayor either at the request of the Mayor, or if the Mayor is unavailable or absent. Nominations for Deputy Mayor are provided in writing to the General Manager and signed by two Councillors. If more than one nomination is received, Councillors vote to elect a Deputy Mayor from the list of candidates. 

Development Application for the new Amenities and Accommodation block for the Horseshoe Bay Holiday Park

Councillors will be asked to grant consent for a Development Application for the demolition of an amenities building and the construction of a replacement amenities building and three tourist accommodation units at Horseshoe Bay Holiday Park. The proposed work includes:

  • Demolition of the existing brick and metal roofed amenities building and associated stairs, paths, retaining walls, planter beds and clothes drying area.
  • Replacing the existing structure, the construction of a new 2 storey building. The proposed building will consist of:

- On the ground floor: a camp kitchen, dining areas, toilets, shower facilities, laundry and a cleaner’s storeroom. These facilities will be open to all visitors to the Holiday Park.

- On the top floor: three two-bedroom units, each with its own independent kitchen, bedroom, dining room, living space and bathroom.

  • The new building will be of a dual face brick and cladding construction, with a colourbond skillion low pitched roof which is higher than the existing structure.
  • The new construction will be in the same location, however, will be slightly larger than the existing building structure.
  • The two established Norfolk Island Pine trees at either end of the building will be retained.
  • Three (3) new car parking spaces for the tourist accommodation units are proposed immediately south and opposite of the new building.
  • The proposed tourist units will be managed by the operator of the caravan park in the same way as the other forms of tourist park accommodation are already managed by the operator on the site. No independent use or leasing of the subject tourist units is proposed.

Updates on the Multi-purpose Pavilion on Verge Street

The Verge/Eden Street Sporting Complex Masterplan received $10 million from the NSW State Government in 2018. So far, the project has delivered a total of $5.872 million worth of projects, including new and expanded netball courts, 2 basketball courts, a 1.3km running track, subsurface irrigation, sports field lighting, new cricket nets, 4 exercise stations, 2 turf wicket tables, a masterplan for Verge 1 sporting complex, car park and stormwater improvements across the site.

There are two remaining projects included in the masterplan: a multi-purpose pavilion and a netball pavilion. Council has been negotiating with the tenderers for the multi-purpose pavilion in an attempt to value manage the project to reduce costs. This has been unsuccessful, resulting in the decision to seek a new, simplified design. The netball pavilion has been approved by flood consultants to be constructed - to construct the netball facilities, the existing toilet block will need to be demolished. 

Council is seeking further funding to help complete these buildings, and has sought and recently received approval for an extension of time to complete these components of the overarching project from the funding body.

Revenue Review Task Force

At the July Council meeting, a proposal was put forward suggesting the creation of a Revenue and Review Taskforce to look at expenditure reduction possibilities. This was supported by the majority of Council.  The Taskforce will include the Mayor, two Councillors, all members of Council's Executive Leadership Team and the Group Manager for Corporate Performance.

The purpose of the Taskforce is to act in an advisory capacity to Council and the Executive Leadership Team to:

  • identify ways to increase revenue
  • identify and consider significant business efficiency improvements that Council may need to implement
  • to review draft proposals for service reductions and cuts and provide feedback
