August meeting to address key subdivisions, renaming sports complex

The upcoming August Council meeting has a packed agenda, addressing some key residential subdivision planning proposals at Yarrahappini and West Kempsey, as well as the renaming of the Kemp Street Sports Complex to the Terry Giddy OAM Sports Fields.

The September Council meeting has been cancelled due to the Local Government elections, to be held on Saturday 14 September. Retiring Councillors have been offered the opportunity to give farewell speeches.

You can register to speak to Councillors at the Public Forum on Monday 19 August. The meeting is only held if there are registered speakers.

The Ordinary Meeting will be held at the Kempsey Shire Council Chambers from 9am on Tuesday 20 August.

Residential subdivision planning proposal for Yarrahapinni

A residential subdivision has been proposed for 322 Stuarts Point Road, Yarrahapinni, requiring a change from a RU1 Primary Production zoning to enable a rural residential development. 

The development proposes subdividing a 47.05 hectare block of land into 16 one-hectare lots for rural residential development plus one rural lot of approximately 30 hectares in area.

Council will consider the proposal, taking into account matters raised by community and agency submissions, including issues around bushfire risk, road safety, flooding, onsite wastewater management, stormwater, Aboriginal Heritage, coastal development, lot size, scenic qualities, and economic benefits.

The land in question is in an area marked for Stage 2 release in Council's Rural Residential Land Release Strategy 2014, and the proposal has demonstrated that it can achieve the required provisions outlined in the strategy.

Residential subdivision planning proposal for West Kempsey

A housing subdivision is proposed for 64 housing blocks on a 7.27 hectare block on the corner of North Street and Kemp Street, West Kempsey.

Council will consider whether the plan should be progressed to the next stage of the plan making process, which is to forward the planning proposal to the Minister for Planning & Public Spaces for gateway consideration.

Currently, the land is mostly grazing fields, with a small number of isolated trees, a dwelling, sheds and stock yards. For the proposal to go ahead, the land will need to be rezoned from RU2 Rural Landscape to R1 General Residential.

A potential Aboriginal cultural site was flagged in the area leading to an Aboriginal Heritage Information System search. That investigation and subsequent record search shows that that recorded site lies on neighbouring land, not the subject site. However, to investigate further, the Local Aboriginal Land Council were engaged and a site survey was undertaken, which identified what was possibly a discarded stone flake. Because it is possible that more evidence could be found, the report recommended that an Aboriginal Cultural Heritage Site officer should be present on site at any ground turning or disturbance.

The site is in an area identified for future urban growth, is consistent with the pattern and scale of surrounding residential development and can be supported by existing road and transportation networks.

Terry Giddy Sports Fields

The Kemp Street Sports Complex could have a new name, with Council to consider renaming the site "Terry Giddy OAM Sports Fields" in honour of local late paralympic athlete Mr Terrence Giddy OAM. 

Terry Giddy was an acclaimed paralympian, competing in his first games in 1969 and retiring in 2006 after placing seventh in shot put at the Melbourne Commonwealth Games as Australia's oldest ever athlete. Terry helped to shape perceptions of those living with a disability and what they can achieve.
